Final RVO rule falls short of protecting the RFS

The Environmental Protection Agency (EPA) released its final 2020 Renewable Volume Obligations rule, setting renewable fuel volume requirements for the upcoming year. The final rule uses a three-year average of the Department of Energy (DOE) recommended waivers as an estimate for 2020 waivers rather than an average of actual gallons waived by the EPA, as advocated for by corn farmers and biofuel producers

Minnesota Corn Growers Association (MCGA) President Les Anderson released the following statement in response to today’s rule:

“In the more than 350 comments submitted by Minnesota’s corn farmers to the EPA, our message was simple: Account for the actual gallons waived to ensure volume totals set by the Renewable Fuel Standard are met. While the accounting for waivers in the rule is a step in the right direction, the rule does not provide the assurances that the EPA’s abuse of RFS refinery waivers and subsequent ethanol demand destruction will stop. While we are disappointed, we will continue using the power of grassroots advocacy to demand the EPA upholds their commitment to the RFS.”

In addition to ensuring volume goals are met, MCGA will also work to ensure the administration follows through on its commitment to expand market access for ethanol by helping to streamline labeling for E15 and making funds available to expand infrastructure.

MCGA thanks the hundreds of corn farmers who continue to make their voice heard on this issue. The power of grassroots advocacy will continue to be vital in efforts to protect the RFS.
